On February 12th 2025, the Senate Constitutional Affairs Committee concluded the voting on amendments to the bill converting the Milleproroghe decree (Decree-Law No. 202/2024).
Company cars used for professional and for personal purposes
An amendment was passed specifying that the increase in the kilometre charge provided for in the Budget Act 2025 for heat-engine and hybrid cars does not apply to vehicles ordered by employers by December 31st 2024 and assigned to employees upon delivery during 2025.
Prohibition on electronic invoicing for health professionals
Until December 31st 2025, healthcare providers must issue invoices in paper format (or in electronic format – but without using the SDI system as a forwarding channel) and continue to file data with the “TS System” (if they are required to do so) in the ordinary way.
Extension of online meetings
The decree has officially allowed permission – until 31 December 2025 – to hold meetings of the corporate bodies remotely, even when the method is not provided for in the articles of association
The extension also provides for the possibility of:
- allow the expression of votes by electronic means or by correspondence and participation to the assemblies by means of e-communication;
- provide for the meeting to be conducted, even exclusively, by means of telecommunications that guarantee the identification of the participants, their participation and the exercise of their voting rights without the need for the chairman, secretary or notary to be in the same place, if any.
